Nearly five months into a budget impasse pitting new Republican Governor Bruce Rauner against long-serving Democratic House Speaker Michael Madigan, Illinois is deep into uncharted territory. Vendors are paid, or denied payment, at the behest of obscure laws or on demand from state and federal courts, resulting in misshapen priorities between the budgetary haves and have-not's. A provision in state law, for example, allows grandstand acts to be paid up-front, enabling Rauner?s administration to authorize more than $2 million in expedited payments to 20 performers, state records show.

The app now supports VR video - a format that gives viewers what the company says are more realistic 360-degree perspectives of films. To view it, a user would call up a virtual reality video on the YouTube app, click a button on the video for VR mode, and place the phone in Alphabet Inc's "Cardboard" device, a handheld gadget made from the standard box material that creates a VR viewing experience.

Apple paid no income tax to New Zealand's Inland Revenue Department for the last 10 years, according to an article shared by sit1963nz, prompting calls for the company to "do the right thing" even from some American-based Apple users. From the New Zealand Herald: Bryan Chaffin of The Mac Observer, an Apple community blog site founded in 1998...wrote that Apple was the largest taxpayer in the United States, but 'pays next to nothing in most parts of the world... [L]ocal taxes matter. Roads matter. Schools matter. Housing authorities matter. Health care matters. Regulation enforcement matters. All of the things that support civil society matter. Apple's profits are made possible by that civil society, and the company should contribute its fair share.'" Apple's accounts "show apparent income tax payments of $37 million," according to an earlier article, "but a close reading shows this sum was actually sent abroad to the Australian Tax Office, an arrangement that has been in place since at least 2007. Had Apple reported the same healthy profit margin in New Zealand as it did for its operations globally it would have paid $356 million in taxes over the period." "It is absolutely extraordinary that they are able to get away with paying zero tax in this country," said Green Party co-leader James Shaw. With Facebook co-founder Mark Zuckerberg about to become a dad, the social network boosted the amount of time fathers can take off to bond with their new babies. Beginning with the new year, dads working full-time for Facebook anywhere in the world will have the option of taking four months' paid leave. All new dads working for Facebook outside the US currently get a minimum of four weeks' paternity leave, with more time offered in locations where required by local law, according to Facebook.
